Nagin abandoned the poor of New Orleans, just like Kerry abandoned the people of South Vietnam and just like Cindy Sheehan wants to abandon the people of Iraq.

Nagin and Blanco should have been aware of this study which shows that poorer people do not move out of a hurricane's path as often as less poor people do, and special steps need to be taken to protect them.

(a) In general
Every telecommunications carrier has a duty to protect the confidentiality of proprietary information of, and relating to, other telecommunication carriers, equipment manufacturers, and customers, including telecommunication carriers reselling telecommunications services provided by a telecommunications carrier.

(b) Confidentiality of carrier information
A telecommunications carrier that receives or obtains proprietary information from another carrier for purposes of providing any telecommunications service shall use such information only for such purpose, and shall not use such information for its own marketing efforts.

(c) Confidentiality of customer proprietary network information
(1) Privacy requirements for telecommunications carriers
Except as required by law or with the approval of the customer, a telecommunications carrier that receives or obtains customer proprietary network information by virtue of its provision of a telecommunications service shall only use, disclose, or permit access to individually identifiable customer proprietary network information in its provision of (A) the telecommunications service from which such information is derived, or (B) services necessary to, or used in, the provision of such telecommunications service, including the publishing of directories.

(2) Disclosure on request by customers
A telecommunications carrier shall disclose customer proprietary network information, upon affirmative written request by the customer, to any person designated by the customer.

(3) Aggregate customer information
A telecommunications carrier that receives or obtains customer proprietary network information by virtue of its provision of a telecommunications service may use, disclose, or permit access to aggregate customer information other than for the purposes described in paragraph (1). A local exchange carrier may use, disclose, or permit access to aggregate customer information other than for purposes described in paragraph (1) only if it provides such aggregate information to other carriers or persons on reasonable and nondiscriminatory terms and conditions upon reasonable request therefor.

(d) Exceptions
Nothing in this section prohibits a telecommunications carrier from using, disclosing, or permitting access to customer proprietary network information obtained from its customers, either directly or indirectly through its agents—
(1) to initiate, render, bill, and collect for telecommunications services;
(2) to protect the rights or property of the carrier, or to protect users of those services and other carriers from fraudulent, abusive, or unlawful use of, or subscription to, such services;
(3) to provide any inbound telemarketing, referral, or administrative services to the customer for the duration of the call, if such call was initiated by the customer and the customer approves of the use of such information to provide such service; and
(4) to provide call location information concerning the user of a commercial mobile service (as such term is defined in section 332 (d) of this title)—
(A) to a public safety answering point, emergency medical service provider or emergency dispatch provider, public safety, fire service, or law enforcement official, or hospital emergency or trauma care facility, in order to respond to the user’s call for emergency services;
(B) to inform the user’s legal guardian or members of the user’s immediate family of the user’s location in an emergency situation that involves the risk of death or serious physical harm; or

Washington, D.C.): A front-page article in today's Washington Times identified the China Ocean Shipping Company (COSCO) as a key player in the ongoing, surreptitious delivery of weapons from China to Cuba. Ironically, this report comes shortly after the COSCO's CEO paid a visit to the Times for the purpose of disavowing widely reported connections between his company and the Chinese military.

According to the Times, Beijing's arms deliveries to Cuba have taken place on at least three separate occasions within the past several months. This pattern of reported transfers belie the claim that COSCO's activities are solely driven by the pursuit of profit, independent of the Chinese government's foreign policy agenda. Instead, it seems far more likely that COSCO -- a 100% Chinese state-owned enterprise (SOE) -- is doing precisely what its owners instruct it to do, i.e., supporting the PRC's goal of increasing military and economic collaboration between Havana and Beijing.

In a move that has, regrettably, become standard operating procedure for making certain Chinese SOE's more palatable to U.S. and overseas investors, COSCO created a wholly-owned subsidiary -- COSCO Pacific -- to establish a funding vehicle on the Hong Kong stock exchange. This and other so-called "Red Chips," however, generally remain largely under the influence of the parent company. The contention by some market observers that there is a genuine "firewall" between COSCO and COSCO Pacific is made still less plausible by the Times' identification of yet another COSCO subsidiary (COSCO Tianjin) as the transporter of sophisticated weaponry components to Pakistan in 1998.

Last year Cosco moved some 250,000 TEUs through the PSA with its 20 weekly calls.

Ji confirmed that there are close ties between Cosco and the Singapore government, though he would not rule out anything that might happen in the future.

"We have agreed rate schedules and PSA are our partners," he said. "Cosco is very satisfied with their performance. We have to consider all factors when choosing a terminal, including networks, as we have to consider the interests of shippers and consignees as well. At the present time we have no intention to move business to any other terminals."

And, since this is the information age, no one needs a crystal ball to see that this is what the Chinese government is attempting to accomplish through the business dealings and partnerships of its government shipping company COSCO.

COSCO's plans, mergers, pending deals, (and even their failures) all point in one direction--they want to get into the port/terminal business

COSCO'S failures to get some mouthwatering deals don't mean COSCO wasn't interested in managing prime locations along coasts. Clinton's failure to give COSCO a lease on the old Navy Base in Long Beach, CA, doesn't mean the Chinese government wasn't interest in getting their hands on it. The fact that their deal to get a Greek port isn't finalized, doesn't mean they don't want the port.

. The grandstanding folks in Congress, who are so concerned about port safety, didn't need a crystal ball to see that the UAE was interested in buying P&O either. If they are all that stupid, especially the folks on the Homeland Security-related committees, they don't deserve to represent us.
